Preheat oven to 350 degrees F. Spray a 18×13 inch baking pan with non-stick spray. Set aside.
In a large mixing bowl, add butter and sugars. Beat together until creamed.
Add eggs, vanilla, corn syrup, and baking soda and mix until just combined. Sir in peanut butter and mix until combined then stir in oatmeal and mix.
Add chocolate chips and gently mix by hand until combined.
Spread into a greased 18 x 13 inch pan. Sprinkle M&Ms on top of batter in a pan and gently press into the dough.
Place in the oven and preheated at 350 degrees Fahrenheit for 15 minutes for a soft, chewy bar. They will not look done, but will cook as they set.
